APINDO Kaltara Urges Government to Establish More Vocational Training Centers

KALTARA – Amid increasing competition in human resources and industrial technology, the Indonesian Employers’ Association (APINDO) of North Kalimantan (Kaltara) has called on the central, provincial, and local governments to establish more vocational training centers (Balai Latihan Kerja or BLK).

Anita Riawati, Secretary of the Provincial Executive Board (DPP) of APINDO Kaltara, stated that the province currently only has two BLKs—one in Nunukan Regency and another in Tarakan City.

She emphasized that Kaltara, as Indonesia’s 34th province, is now emerging as an industrial zone with large-scale investments beginning to take shape.

She expressed concern that local human resources (HR) in Kaltara may be unable to compete with talent from other regions or abroad if not supported by skill enhancement efforts through vocational training centers.

“I have raised this issue repeatedly—urging the government to build more BLKs. The existing facilities can only accommodate about 80 participants per training session, and even then, sessions are limited to just once or twice a year,” she explained.

Anita Riawati urged the North Kalimantan provincial and local governments to take decisive action in addressing the conditions of the region’s workforce, particularly laborers. She added that the establishment of the province was rooted in noble goals of advancing the local economy—goals that must include the development of local human resources.
